There is hereby created and established a Community Historical Society with a managing board for the City of Sedgwick, Kansas and the surrounding community, which board shall consist of seven members, with a minimum of four citizens and residents of this City and the remaining three being at-large members selected from either the City or surrounding community, all of whom shall be appointed by the Mayor with the approval of the City Council.

The term of the members of the board to be appointed by the Mayor shall be shall henceforth be staggered such that no more than two members' terms shall expire in any given year and all appointed board members shall, if appointed to a full term, serve for three years. In the event that a vacancy shall occur during the term of any member, a successor shall be appointed for the unexpired portion of the term.

Members of the Historical Society Board shall serve without compensation.

It shall be the responsibility of the Historical Society to study, investigate, counsel and develop and/or update annually, and administer a written plan for the acquisition, maintenance, care, replacement, display, and ultimate disposal or disposition of historical artifacts or items of historical merit and value relating to the Sedgwick community and its history. Such plan, along with an annual budget proposal and accounting of revenues and expenditures will be presented annually to the City Council at a time scheduled by the City Council. The written plan noted herein, shall, upon acceptance and approval by the City Council, constitute the official comprehensive strategic plan for the Sedgwick Community Historical Society.

The Historical Society, when requested by the City Council, shall consider, investigate, make findings, report and recommend upon any special matter of question coming within scope of its work.

The Historical Society shall, no less than annually, and at any time such action is contemplated or recommended, present a plan for disposition of property or exhibits under its management and control.

The Historical Society shall choose its own officers, make its own rules and regulations and keep a journal of all proceedings. A majority of the members of the board shall constitute a quorum for the transaction of business.

The City Council shall have the right to review the conduct, acts and decisions of the Historical Society and make recommendations to the Historical Society Board.

All property currently held or hereinafter acquired by the Historical Society shall be deemed owned by and the property of the City of Sedgwick, Kansas, a municipal corporation, who shall, have exclusive power to dispose of any such property. The building housing the Historical Society Museum shall be leased to the Historical Society by formal agreement, reviewed and renewed annually. Any disposition of property under the management of the Historical Society shall be done only upon the express approval of the then duly elected Governing Body of the City of Sedgwick, Kansas. Any and all proceeds, if any, from the disposal of such property shall be accounted for and to the City of Sedgwick, Kansas and such proceeds shall accrue to the benefit of the City of Sedgwick, Kansas.

The City Council will, upon annual review as part of its periodic budgetary process, designate funding with no minimum and a maximum of up to 1 mil for use by the Historical Society as it chooses to further its annual strategic plan. This amount will be established based upon the proposed strategic plan annually presented by the Historical Society and an evaluation of the accomplishments and activity of the Historical Society in the preceding budget cycle.
